Profile page, other pages do not work (error http: 404)

Profile error message:
"Warning: fopen(http://boinc.netsoft-online.com/get_user.php?cpid=62ec30ceceda4226e7c9a50053c477fc) [function.fopen]: failed to open stream: Connection refused in /var/www/projects/freehal_at_home/html/inc/user.inc on line 83 Warning: Cannot modify header information - headers already sent by (output started at /var/www/projects/freehal_at_home/html/inc/user.inc:83) in /var/www/projects/freehal_at_home/html/user/home.php on line 42 " Also get similar 404 messages at random pages of FH site. Some pages work, some don"t. Obviously the database is off too, with no credits awarded and no access to completed WUs (can only see "in progress" and "error" tasks--this is when I access profile via team page, click on myself as "founder", see my computers...otherise I have no access to my profile).
